"Mr. O'Keefe is in a tough position as NASA admininstrator. Like it or, NASA does have to answer to politicians. Perhaps your website could consider including Mr. O'Keefes rationale for reaching this decision. A transcript of the meeting where he explained his reasoning can be found here. http://www.stsci.edu/ The Shuttle will not fly unless the safety requirements recommended by the Columbia Accident Review Board are met in their entirety. I feel that you are not telling the full story by not including these things on your site. Perhaps the Brazilian Government would consider funding the extra costs to meet these requirements, and perhaps send a Brazilian crew to accomplish the job as well.
